What it means
Our interpretation.
As Locutus, the assimilated Picard speaks with the certainty of the Borg rather than the independence of a captain. The short sentence presents surrender as inevitable. Its chill comes from that denial of choice: it leaves no room for an individual voice to matter. Fans often borrow it as exaggerated mock-serious persuasion, but the original threat is coercive rather than reassuring.
