Liberty Prime

Democracy is non-negotiable!

— Fallout 3  ·  2008

Behind the line

What it means

Our interpretation.

The joke is that Liberty Prime is sincere. The Fallout games parody 1950s Cold War propaganda, and a nuclear-powered robot shouting Democracy is non-negotiable! while it vaporises Enclave soldiers is the comedy in its purest form. Fans love it because the sentiment is absurdly simple, the voice is a deadpan machine and the bark arrives the instant you get close enough to the fight.

Spoilers for Fallout 3Show the scene

Liberty Prime is the Brotherhood of Steel's giant robot in Fallout 3 (Bethesda, 2008): a pre-War US Army superweapon meant to lead the liberation of Anchorage in the Sino-American War, but never deployed because it lacked a power source. In the main quest Take it Back!, the Brotherhood's scientists switch it on despite Scribe Rothchild's warnings, and it marches to the Jefferson Memorial with the player and the Brotherhood behind it, blasting Enclave defenders. This is one of its combat barks, among a stock of slogans such as "Communism is a lie!" It returns in the Broken Steel add-on and again in Fallout 4.
