Behind the line
What it means
Our interpretation.
It is the best put-down in the film because it is also a diagnosis: Maverick is gifted and reckless, and the whole movie is about whether his talent can survive his ego. Stinger's flat, gravelly delivery made it the go-to line for anyone showing off beyond their means, and it is still quoted at confident people about to overreach.

Spoilers for Top GunShow the scene
Top Gun (1986). Early in the film, Maverick and his radar officer Goose have disobeyed a landing order to help their squadron mate Cougar, who has lost his nerve after a tense encounter with enemy fighters. Back aboard, the Carrier Air Group commander, Commander Tom "Stinger" Jardian, calls them in. He allows that what Maverick did was brave, then reminds him the plane belongs to the taxpayers and reads out his record: busted, stripped of section-leader status three times, and a history of low passes over control towers. Then comes the twist: with Cougar out, Stinger sends the pair to Top Gun.
