An editorial interpretation.
Dobby can hardly believe that a sock has ended his service to the Malfoys. Harry’s help turns an ordinary piece of clothing into a way out of cruelty. The short declaration holds both surprise and joy: Dobby is no longer someone else’s property. In the novel, this is the closing clause of his longer, excited announcement.
