Time Enough for Love ‧ 1973
A committee is a lifeform with six or more legs and no brain.

What it means
Our interpretation.
A joke comparing a committee to a creature: plenty of legs to move about in every direction, but nothing upstairs to steer. It pokes at group decision-making, suggesting lots of activity can pile up without much thinking behind any of it.
