Where is the horse and the rider? Where is the horn that was blowing? They have passed like rain on the mountain, like wind in the meadow. The days have gone down in the West behind the hills into shadow. How did it come to this?

The speaker mourns a vanished world in a series of questions: where are the riders and the sounding horn? They answer with fading images of rain, wind and sinking daylight. The closing question is bewildered and grieving, asking how such glory could decline into darkness.
