Behind the line
What it means
Our interpretation.
The speaker narrates a performance of civic seriousness: touring a riot scene, gravely assessing the damage. Ending with 'upstanding mayor stuff' reveals the sombre pose as a knowing act, so the line is wry and self-mocking.
