Someday a real rain will come and wipe this scum off the streets.

Behind the line
What it means
Our interpretation.
The speaker pictures a big downpour as a kind of city-wide scrub, washing away everything they find filthy or unwanted. It's a bleak, sweeping fantasy of cleansing, and it shows a worldview that sees the streets as dirty and hopes for something drastic to fix that.
