All right, let's get some perspective here, ok? These things, they happen for a reason.

Behind the line
What it means
Our interpretation.
This is Chandler doing what he always does: the moment he is caught, he reaches for a pompous, absurd bit of philosophy. The attempt to sound wise falls apart in about two seconds, which is the joke. It is a handy line for any friend blaming fate for their own bad idea, and Phoebe's comeback is half the reason people remember it.

Spoilers for FriendsShow the scene
In 'The One with the List' (Friends, season 2, 1995), Ross cannot choose between Rachel and his girlfriend Julie, and Chandler suggests that he make a list of pros and cons. At Central Perk, Phoebe and Monica are appalled that Ross even wrote it. Joey points out that it was Chandler's idea. Chandler squirms, says that things happen for a reason, and asks Phoebe to back him up on karma. She wishes him luck in his next life as a dung beetle.
