Our interpretation.
The Joker is half furious and half envious: a showman admiring a better prop department. Jack Nicholson plays it as a shopper's complaint, not a threat, which is why it stuck. People now use it for anyone with enviable gear, from kitchen gadgets to gaming rigs, often without knowing it began as a villain sulking in a wrecked museum.

In Batman (1989) the Joker lures photojournalist Vicki Vale to the Flugelheim Museum, where his henchmen are vandalising the paintings. Batman swings in and rescues her. As they flee, he unfurls a grapnel gauntlet and rides a line from the balcony to the entrance, with Vicki. The Joker, left standing with his mouth open, can only wonder aloud where Batman gets his toys.
