Our interpretation.
A comic outburst of stammering authority collapsing under its own repetition, someone trying to assert control only to sound increasingly ridiculous. The insistence on forbidding something, repeated until it loses meaning, mocks the futility of demanding obedience that clearly isn't being taken seriously.
