Behind the line
What it means
Our interpretation.
River Song says it with a shrug, as if reading from a manual, and the line turns the Doctor's whole habit of bluffing into a law of nature. It is affectionate, a little weary, and a warning to anyone who thinks they have been told the truth. Fans took it up as a catchphrase for the series' twisty plots, and it has been quoted back at the Doctor by the show itself many times since.

Spoilers for Doctor WhoShow the scene
In "The Big Bang" (series 5, episode 13, 2010), Amy and Rory have just watched the Eleventh Doctor die in the museum where the Pandorica is on display, and a Dalek revived by the Pandorica's light is hunting them. River Song deals with the Dalek, and when she comes back she finds their dead Doctor's body gone. Told that the Doctor had said he was dead, she gives her flat reply: "Rule one. The Doctor lies." He had faked it to make them decoys while he set up his plan. River says it again in series 6's "The Wedding of River Song".
