What it means
Our interpretation.
'Most unwanted' reverses the familiar phrase 'most wanted', turning the language of an investigation into a joke about being unwelcome. The speaker places himself at the center of that joke. It expresses outsider status through a compact, self-deprecating twist on institutional language.
