Our interpretation.
Mitch is spiralling with nervous humour, insisting the person in charge seems unhinged because of the eyes. The joke builds as the worry escalates from odd to lunatic, then ends on a sudden dread: the speaker wonders whether the lunatic is standing right behind them, listening.
