Jaime Lannister is the Queen's twin brother and a Kingsguard knight, and in season 1 he rides north with King Robert's court to Winterfell, where Robert plans to name Ned Stark his new Hand of the King after Jon Arryn's death. The line is Jaime's crude joke about Robert's habits: while the king is away hunting or whoring, someone else has to do the actual governing.
