A glummer look replaced the already glum look on Arthur Dent’s face. “So we’re not home and dry,” he said. “We could not even be said,” replied Ford, “to be home and vigorously toweling ourselves off.”

Arthur's already gloomy face gets gloomier. Ford's reply is the joke: not being safe and dry doesn't even mean you're halfway there, since you might not be toweling off either. Understatement makes the situation sound gloriously hopeless.
