Mournhold! City of Light! City of Magic!

— The Elder Scrolls III: Morrowind · 2002

Behind the line

What it means

Our interpretation.

The guard sounds almost like a proud herald advertising the city. The paired exclamations make Mournhold a destination before the player has learned its problems. Remembering the line also recalls the contrast between the capital's polished public face and the dangers uncovered there.

This is a High Ordinator greeting in Tribunal (2002), the Morrowind expansion set in Mournhold. The guards proclaim the city's splendour as the player explores its plazas and temple precincts. It is a recurring civic introduction, quite different in tone from the suspicious warnings familiar from Vvardenfell's Ordinators.
