Morpheus says it at the end of his sparring session with Neo, just after goading him to stop trying to hit him and hit him, when Neo says he knows what Morpheus is trying to do. He then has Tank load the jump program, stands Neo on a skyscraper roof, tells him to let go of fear, doubt and disbelief, and leaps to the next building. Nobody, the crew note, has ever made the first jump; Morpheus repeats the door line later, on the way to the Oracle.
